By old canon and the old EU he had equal or at least similar potential. By new canon he does not. New canon has all but confirmed that inherited force potential diminished down generations. I mean look at Kylo Ren. Anakin had twice Palpatine’s potential but now Kylo Ren (his grandson) has equal potential to Rey who is a Palpatine. Snoke in the new trilogy says that Kylo Ren has the potential to become as powerful as Vader while simultaneously inferring he has the potential to surpass Luke (an assumption further supported by Luke’s own attitude in TLJ in terms of his fear of Ben and Rey’s potential).
Its also apparent in Sidious’s own attitude. When Sidious learned of Anakin’s potential in TPM he devoted over a decade to manipulating this boy, who was already being subjected to the indoctrination of the Jedi, to turn to the dark side.
When he finds out about Luke he is curious and excited. He pits Luke against his father to see if Luke has the potential to surpass Vader. He wanted Luke to win, because if Luke won it might indicate he had greater potential than Vader. But when Luke resists the dark side Sidious wastes no more time on him whatsoever. Snoke/Sidious himself says to Kylo that Vader only lost due of Vader’s unwillingness to kill his son in their fight. So Sidious clearly wasn’t that fussed about whether or not he had Vader or Luke. If Vader and Luke have comparative potential then Luke can’t have equal potential to Anakin, because the whole reason Sidious considered replacing Vader is because Vader lost a lot of potential on Mustafar.
So I would say as an estimate (this is not a canon fact, merely my educated guess) that Luke had around 50 - 75% of Anakin’s potential.
